Vermont Head Start State Collaboration Office
The Head Start State Collaboration Offices (HSSCOs) and National Collaboration Offices (HSNCOs) is responsible for collaboration. HSSCO help Head Start and Early Head Start programs, State, and community organizations connect on the things that matter to them as a group. The Federal Office of Head Start (OHS) awards funds to each state to have a full time director for this effort. In Vermont, the Head Start State Collaboration Office (VHSSCO) is located within the Child Development Division, Department of Children and Families, Vermont Agency of Human Services.

The VHSSCO develops and implements the Five-Year Strategic Plan. To do this VHSSCO considers:
- The Head Start Act
- OHS Priorities for HSSCOs
- Results from an annual assessment of collaboration needs from each Head Start/Early Head Start program
- Input from VHSA, State and community partners.
