Mission & Goals


Vermont Head Start ProgramVHSA’s vision is to engage parents, partners, the public, and lawmakers to achieve the highest quality early learning for young children. VHSA mission is to foster high quality early learning through:

  • Professional development of the workforce
  • Collaboration with our partners and
  • Advocacy for high quality programs for children, birth to five-years-old and their families.

VHSA Goals

Professional Development:

One of our highest commitments is to professional development for Head Start and Early Head Start program staff. The Office of Head Start (OHS) Training and Technical Assistance (T/TA) system supports program staff in their delivery of quality services to children and families. The current system consists of three levels of T/TA: national, state or regional, and grantee.

The Regional Training and Technical Assistance training to individual programs are popular and conveniently offered on-site. Staff may also attend regional training located within New England.

Our partners, the New England Head Start Association and National Head Start Association sponsor annual training events and conferences. These events include parents who participate in leadership development and advocacy training.


VHSA works extensively with state and local organizations and leaders in early learning. Opportunities for our families are expanded as a result of these partnerships. This means that young children and their families receive the services they want to be successful. Key partners help with health, mental health, oral health, developmental delays, school transitions, housing, food and other economic services and many more services.


VHSA provides a strong voice about high quality early learning in Vermont. We educate State and Federal lawmakers who make decisions that affect low-income children and families. Our voice is made stronger by Head Start parents and graduates, partners and community members that tell their story about the impact of Head Start.
